How do I place text over a movie file?

Hi, I'm trying to place text on top of a movie file. The problem I'm getting is when I preview the presentation the movie file automatically jumps in front of the text? Is there a way to keep this from happening? I've made sure that the text is on the top layer. I can't seem to figure this out?

Normally video files always appear in front in a PowerPoint presentation, asmith, but it can be achieved using some third party software, like PowerPlugs for PowerPoint or OfficeOne TransparentShow.
