Btw, how long should a 3 minute speech be (i mean, how many words)

for the first question if you mean what we have to do in the situation of the war, i will simply say : We have to comeback to the natural resources .

But for the second one i'm sorry , i don't know

A 3 minute speech should be around 400-500 words typically, though this may fluctuate if you are a nervous speaker that may talk in a fast pace once in front of your audience/teacher.

As regards war quotes my personal favorite is Benjamin Franklin's "There never was a good war nor a bad peace."
