Council job..10 minute presentation.....Help

I have to do a 10 minute presentation on How the Lead Officer in the council would fit into the current service (planning). The job is customer service/HR. Im confident of presenting this, however I need some examples of what parts to consider..the job speck is so long.....anyone out there that can help me?????

link it into the three most important parts that they have laboured on in the job speck. Look out for the weighted areas, Eg. 45% of the job is, 20% of the job is and dedicate your time to them. hope this helps
